NAGA CITY – A memorandum of agreement (MOA) will be signed this week at the Archbishop’s Palace here between Archbishop Leonardo Z. legaspi and the Naga Mayor John G. Bongat, including top representative of various commands and agencies, for the establishment of the Naga City Peñafrancia Tercentenary Inter-Agency Task Group and the Unified Command Emergency Operation Center in time for the celebration of the 300 years of devotion to Our lady of Penafrancia, Patroness of Bicolandia, next month.
The joint operations center will be a complementation of officers and personnel of various line of agencies of the government and major branches of the Armed Forces of the Philippines (AFP), Philippine National Police(PNP), Bureau of Fire Protection, Maritime Group, and the Naga City Public Office(PSO), CASURECO II, MNWD,BMC HEMS, with the major objective of addressing all security and police concerns, including standard measures in the event of disasters, disruption and other eventualities.
Naga PSO Executive Director Lito Del Rosario said the Joint Operations Center (JOC)—an initiative of Mayor John G. Bongat—is to be situated at the City Hall Complex, will be in operation 24/7, for the entire duration of the Penafrancia festivities.
Specifically, the JOC will monitor all events, anticipate contingencies and eventualities and set into motion action for speedy resolution of problems occurring during the said period of the September centenary celebration.
Del Rosario added an operations manual to be govern the day to day operations of the JOC will be produced, including systematic briefings of outgoing crews to incoming ones, as well as to cover those upcoming events and activities that have to be anticipated.
Rev Father Edgar Adversario, Chairman of the CIVICOM committee of the tercentenary celebration, welcomed such initiative and stressed that it will make all the security and emergency preparations a cohesive, complementary one.
During the initial meeting last Aug. 18, the representatives of the various commands and offices initially drafted the organizational structure of the operations center. The last week of August will be devoted to the finalization of the operational guidelines, including the simultaneous conduct of drills to operationalize interoperability and complementation of participating units.
The JOC will see to it that the most speedy action or response to the problem is achieved through lateral coordination and interplay of all those involved in the unified command and inter-agency task force.
