The Municipal Government of Tigaon under the leadership of Mayor Arnulf Bryan B. Fuentebella will stage its State of the Municipality’s Address (SOMA 2011) on Friday, January 28, 2011 – 4:00 o’clock in the afternoon at the ground of the Municipal Government House, Caraycayon, Tigaon, Camarines Sur.
SOMA 2011 of Mayor ARNIE spells out the Summary of his accomplishments as Local Chief Executive through the major Programs and Projects, a manifestation of his commitments to the people of Tigaon. His administration with Vice Mayor Ruel M. San Gaspar and Sangguniang Bayan Members sought the participation of various sectors, government agencies, business, religious group, University of the Philippines/NCPAG, the academe and Non Government Organizations in the identification of problems, programs, activities and formulation of Vision and Mission Statement for inclusion in the Strategic Plan that set Tigaon’s direction in achieving the goals and objectives, a rallying point of today’s Bagong Tigaon, Sarong Tigaon.
The F-100 focused in the unprecedented initiatives like construction of street lights under Liwanag Tigaon , Linig Tigaon, Improvement of Municipal Government House, upkeep /zoning in the Public Market that cleared and eradicated street vendors, HR’s Personnel management, Improvement of Sports Plaza, Peace and Order, priority Executive and Legislative Agenda now, it is anchored on Agribusiness, Employment, Livelihood, sustained and maintained sectoral programs.
Institutionalized the Palay Seed Production under Economic Sector by forging a MOA with Partido Development Administration (PDA) and expanded production area in Agro Forest, Mabalodbalod for hybrid rice, corn and vegetable in support to our Food security program and tapped other agencies to put up the Bagsakan Center / Pamilihang Bayan as conduit for farmers activities in wholesale of their products to achieve self-sufficiency in the area and made possible under Agriculture Competitive Enhancement Fund (ACEF) with component equipment, cold storage and other facilities. Ongoing construction of Grains Center a joint project of LGU and National Agribusiness Corporation (NABCOR) wherein the LGU provides the land, building, fencing while
Equipment from NABCOR . Economic Enterprise activities like BIO-N Center for the production of Organic fertilizer that increased farmers productivity, Charcoal Briquetting, Improved Slaughterhouse facilities, and developed Public market including drainage system. Trainings for Corn Husk Association of Tigaon (CHAT), DOLE-LGU PESO Livelihood training cum production, constructed Flat bed dryers, farmers field school, fishery projects creating employment opportunities in economic sector and provided livelihood funds for the micro projects of Womens’ Federation, NOW Na and other beneficiaries.
On Social/Health Services, the LGU established the Tigaon Assistance and Welfare Office (TAWO) Infirmary hired additional personnel and Consultants on curative services and improved the RHU for preventive aspects and in anticipation for expanded Health Program a new Infirmary Building was constructed in Caraycayon on a Lot donated by former Congressman Wimpy Fuentebella, with funding assistance from Senate President Juan Ponce Enrile, Senators Loren Legarda, Jinggoy Estrada, Migs Zubiri, Congressman Noli Fuentebella and Other Donors. The LGU conducted Surgical/Medical missions, blood letting, trained medical personnel, health workers and provided Health Insurance Services, 2,500 beneficiaries in 2009, and 4,200 in 2010. Tigaon has two (2) Ambulances, 1 purchased and 1 donated through Sisterhood Program with Makati City under Mayor Jejomar C. Binay now. Vice President of the Philippines, extended benefits to Senior Citizens and established a Community based rehabilitation Center in partnership with Simon of Cyrene and other Foundations.
Cultural and Tourism development, the School of Music and Rondalla trained scholars in Piano/Organ, Guitar, laud, Banduria and Drum set that provides musical rendition and accompaniment during cultural shows and programs. Institutionalized the Santa Clara Devotional Dance by improving the participation of various sectors in their quest for good health, job security, thanksgiving for more blessings and unbounded spiritual supplications for the future. This was recognized by Regional Director Maria “Nini” Ravanilla of Department of Tourism, Region V and is now included in the list of Annual Festivals in Bicol Region. Series of trainings were conducted by the LGU by involving the academe and various stakeholders to improve the Festival Management in the locality.
Education Sector takes charge in improving the System under Congressman Noli Fuentebella’s Quality Education (QEd) sa Partido through the Partido Development Administration by tapping the services of Partido State University (PSU), LGUs, Philippine Science High School, Bicol Branch and TESDA on Technical Skills Training in Massage therapy, Welding, Electronics, Butchering , Hotel and Restaurant, Summer Pa Klase Programs with 620 Trainees, Computer Programming, and undertaken the Career Orientation Programs in Sixty seven (67) High Schools (Public and Private) in Ten (10) towns of the 4th District of CamSur. Improved Day Care Program by conducting trainings and accreditation of Day Care Workers/Teachers to better serve the pre-school children. The Department of Labor and Employment (DOLE) assisted the Construction of LGU-Led Arnie Type School buildings in Panagan and Abo Elementary School by providing labor counterpart for workers under TUPAD Project of DOLE-LGU PESO and livelihood funding for Hollow blocks making CHAT’s Corn Husk novelty products, NARS Project and Special Program for Employment of Students (SPES) conducted Mobile Passport Service under Department of Foreign Affairs (DFA) and Jobs Fair for local and overseas employment. Established PSU Tigaon Satelite Campus in Mabalodbalod on a lot donated by Engr & Mrs.Jose Remo and extension of San Rafael National High School in Cabalinadan that serves Coyaoyao part of Tinawagan and part of Catagbacan, Goa with several new School buildings in this remote area and building construction in Huyonhuyon High School. Scholarship Programs for Doctorate, Masteral, Bachelor’s Degree, Law/CPA. Awarded 100 Certificates of Ownership to Pabahay beneficiaries and 70 low cost housing units under International Organization for Migration (IOM).
Today, the business climate in Tigaon has improved with new commercial establishments, improved existing ones, SMC Franchise and the newly inaugurated Land Bank of the Philippines within the LGU Compound through a Memorandum Of Agreement (MOA) between Mayor Arnie B. Fuentebella and President/CEO, Gilda E. Pico of LBP for the free use of site under Build Operate –Transfer (BOT) Scheme.
On Infrastructure. Road concreting from Gubat – Tinawagan – Libod, San Francisco – Coyaoyao-Cabalinadan, Farm to Market roads Mabalodbalod to Bolo, Huyonhuyon-Abo-San Miguel-Casuna, Salvacion-Tinawagan and others were constructed to facilitate the transport of agricultural produce from sitios/barangays to commercial centers that will ultimately augment the income and quality of life of farmers and residents thereat. Power lines were constructed in Sitios of Caraycayon-Palata, Gingaroy-Borobaroti, San Rafael Pinilipigan, Gubat-Laboylaboy, Cabalinadan and Salvacion – total 9 kms. in coordination with CASURECO IV’s Electrification program. Constructed Sports Complex building in Mabalodbalod and on-going constructions in Barangays Gaao, Caraycayon, Mayanao, Coyaoyao, San Antonio, Salvacion and Vinagre.
Under Environment Sector and pursuant to the provisions of R.A. 9003 otherwise known as the “Ecological Solid Waste Management Act of 2000” is the sustained operations of Categorized Dump Facility in Coyaoyao with regular hauling of garbage, provided equipment and Material Recovery facility, Closure Rehabilitation Plan and Ten (10) Years Solid Waste Management program as required by the DENR.
On Governance, the LGU has adopted the Tigaon Citizens Charter, a guidebook on government services based on R.A. 9485,Anti Red Tape Act of 2007, identified Office functions and delivery of frontline services to Clients, One Stop Shop for business permits and licenses. Innovations in organizations and management, increased annual income due to sound financial administration and collection efficiency, implemented traffic rules and regulation on Peace and Order, LEAD Data Banking, RPTAS GIS Assessment, BIOMETRIC System, computerization program, Human Resource Management, BREQS – Civil Registration and Kasalan Project.
Mayor Arnie stressed that these accomplishments can never be possible without the unwavering support of Local Officials and Employees, Business Sector, Government and Religious sector and the People of Tigaon. Once again, he urged everyone to take part in the development of our town, Tigaon. Mabuhay asin Magkasararo kita sa “BAGONG TIGAON, SARONG TIGAON. SERBISYO SA TAWO, SERBISYO SA DIYOS.”
